We’ve learned from the peer-to-peer phenomenon the value of using the power at the edges. We need to recognize this in another context — battling terrorism.
It’s not just at the Pentagon and National Security Agency where the best ideas originate. They can come from anywhere, and we should use this to our best advantage.
