Although both Washington and Moscow had let it be known they were contemplating unilateral reductions, and the subject has been discussed on a ministerial level between the two governments for months, yesterday’s announcements seemed finally to shatter the arms control stalemate of the past decade.
Bush’s action — one of the finest moments of his young presidency — is a great achievement. There will still be more than enough nuclear warheads to destroy the planet, but this reduction is a crucially important step toward the day when humanity rids itself of a huge danger to our collective survival.
Had Bill Clinton done this, congressional Republicans would have gone nuts. I guess Nixon always has to go to China.
